Need help with the fill option

I am attempting to create an image that has a filled in area, with unfilled circles. I attempted to use “line” on the circles, but it doesn’t recognize them and fills the areas in anyways. Suggestions?

2023-05-06Move the circles and perimeter to the same layer. Areas that overlap within the same layer will be become negative space.
