I use a laser on my CNC router. I disassemble the spindle and mount the laser. In this case, a certain offset appears on the laser, which I measured and added to the device setting. Everything is fine when I go to the offset engraving works flawlessly. When I try framing, I have the exact offset that I added in the device setting instead of matching the spindle.

No. That offset is not meant for this use case. The offset in device settings is used with a pointer laser that is on a different position than the laser. So the pointer is used for framing and then the laser is used for the job.
If your laser is at a different position than the mill, it doesn’t matter, and you can just ignore it. Use current position to start the laser job where the head is. Do not use the absolute coordinates as you might use with your CNC.
